January Jottings

Happy New Year! I hope you have enjoyed the festive season and managed to find a little time to reflect on your hopes and dreams for the year ahead.

I am glad, and a little relieved that we have had such a perfect start to the year weather-wise and of course it's fantastic to see so many visitors taking advantage of this and enjoying themselves this holiday. What a difference a year makes!

There is plenty to look forward to in 2012 and I take this opportunity to remind you about the $10,000 Queensland Building Boost initiative.  The incentive is offered until January 31 and available for anyone looking to build or buy a new home under for $600,000.

We can also look forward to celebrating Australia Day on January 26, one of the most important days in the annual calendar, a day when we come together and celebrate all that’s great about our nation and being Australian.  I'm looking forward to joining in the celebrations throughout the region.

Just a little reminder for those who are still enjoying the summer break to wear a stinger suit if swimming in the ocean. This is the time of year that deadly box jellyfish are found in our water, but with the simple precaution of wearing a stinger suit we can all continue to enjoy a swim in the sea on these hot, sticky days.

On a lighter note, the first day of the new school year is looming. it's a really exciting time for those youngsters attending Prep for the first time just as it will be for the many children who will attend Kindergarten this year.  I wish our younger generation all the best as they go back to school!

TIME TO HAVE YOUR SAY ON THE QUEENSLAND EDUCATION TRUST

Queensland is already on the brink of huge prosperity with a resources boom unlike anything we've ever seen before.

The Bligh Government has recently launched a plan to use the State's resources to fuel the education of the next generation of Queenslanders - and we want to hear your views.

We know that our children are the most precious resource we have.  That's why the From Mines to Minds:  A proposal to establish a Queensland Education Trust  has been released which proposes the establishment of a multi-billion dollar Queensland Education Trust using 50% of future LNG royalties. 

The proposed trust could be invested in one of two different ways-

• Individual Trust Accounts for Education - an individual endowment that would mean every newborn child born after 1 July 2012 would have a nest egg valued between $7800 and $9500 when they turn 18.

Or-

• Dedicated Education Fund - an investment fund where the proceeds are reinvested by Government in education and training initiatives beyond the basics throughout the schooling years and beyond.

The decisions we make today about our children's education will obviously shape our future so we want to hear your thoughts on the Queensland Education Trust.

Amazingly, the festive season is now upon us!   With most of us winding down for a well-earned break, our much-loved volunteers and community service providers such as the police, SES and ambulance officers will be watching over us as the cyclone season approaches.

The Bureau of Meteorology is predicting a normal wet season this year but it is always a good idea to make preparations just in case. Be safe and have a great Christmas.

FIRST SOD TURNED FOR PUBLIC CYCLONE SHELTER
Cyclones Ului and Yasi showed us just how destructive Mother Nature can be living in Queensland.  To prepare for any future events of similar intensity, a joint $60 million fund was established by the emirate of Abu Dhabi and the Bligh Government.
The generosity offered by the emirate of Abu Dhabi was clearly demonstrated  when His Royal Highness, Sheikh Abdullah bin Zayed al Nahyan from the United Arab Emirates visited the Proserpine State School to turn the first sod where the new cyclone shelter would be built.
It was an exciting time for not only myself, but also the students, teachers and parents who were a part of a once-in-a-lifetime opportunity.   It was also the foundation for the first cyclone shelter to be built in the state with nine more to follow along the North Queensland coast.
The new shelter is not just about safeguarding people's lives for years to come, the new facility will also be available for community use throughout the year.  This could be used as an auditorium, school multi-purpose centre, gymnasium or indoor sports centre. 
It's important to note that an expert panel conducted a detailed investigation for the proposed site which has been deemed to be outside of potential storm tide inundation and not at risk from flood, landslip or other significant hazards. 
This is an exciting time and once again, we thank the emirate of Abu Dhabi for their wonderful contribution to our community.

NEW LAWS TO HELP RESOLVE NEIGHBOURHOOD DISPUTES

Every year, thousands of Queenslanders find themselves in the middle of a  neighbourhood dispute about a tree or a fence. An online survey in 2007 found  that more than 80% of respondents reported having been involved in a dispute  with their neighbours about these issues.

Neighbourhood disputes can become very emotional and sometimes even lead to  violence. They are often incredibly difficult situations to resolve and can lead  to enormous legal expenses.

That's why the State Government has introduced modernised laws to help  neighbours resolve disputes like dividing fences and overhanging tree branches.  The new Neighbourhood Disputes Resolution Act 2011 will come into affect later  this year after a community education campaign has been completed and will  provide a strong framework to help resolve these matters.

The new laws will set down clear ground rules about trimming and disposing of  overhanging branches and contain clear rules about fences. Of course, disputes  will still arise from time to time, however this legislation will go a long way  toward helping neighbours maintain a harmonious relationship.

AGEING GRACEFULLY

We all dream of ageing gracefully - but it isn't always easy. There are however  some easy steps that we can take to make the journey a little smoother.

There is plenty of evidence to suggest that simple lifestyle changes such as  regular exercise, a balanced diet, enough sleep and reduced stress have a  significant impact on age-related illness and help to keep our energy levels and  well-being intact.

The Proserpine Whitsunday Masonic Lodge is keen to spread the word and is  hosting a Men's Health Seminar Dinner on Saturday 15 October from 7pm at the  Masonic Centre, 29 Chapman Street, Proserpine. The topic is Ageing Gracefully  and Dr Konrad Kangru will be Guest Speaker for the night. Everyone is welcome so  come along for an informative evening.

OFF TO A FLYING START

The shifting of Year 7 to high school by 2015 will be a big change for Queensland's education system.   To ensure everyone is fully informed of this change, I will host an information session on Wednesday, 14 September. 

This change is a direct result of the state government's decision to introduce the Prep year in 2007.  This added an extra year of schooling to Queensland's education system meaning Year 7 is now the eighth year of formal education. 

By moving Year 7 into high school, students will have access  to specialised resources, teachers and subjects at an age when they are seeking a higher degree of independency.

Obviously students in our region should have the same education opportunities as their city counterparts, however, we recognise that some families may face additional challenges including longer travel times.  Extra support for regional and rural students will be introduced including the provision of additional funding for student travel.

It's important to note there will be no job losses for permanent state school staff.  Primary school teachers who choose to move to secondary school will also be provided with professional development and support, with up to 500 scholarships on offer.

I want to ensure everyone who is interested in this change is provided with comprehensive details and the opportunity to ask questions. 

The Flying Start forum will be held at Proserpine State High School's Science Language Centre from 6pm on Wednesday, 14 September.

BRUCE HIGHWAY MASTERPLAN

The Bligh Government recently launched a 20 year masterplan to upgrade the Bruce Highway. The Bruce is a federally funded road, however the Bligh Government has and will continue to contribute to its maintenance. 

The 20 year masterplan sets out a detailed vision to upgrade our 1670km road involving 60 projects between Brisbane and Cairns.

10 ring roads along the length of the highway have been identified in the masterplan, including a staged construction of a Mackay ring road.  This will slash the number of heavy vehicles travelling through Mackay's urban streets creating a safer, faster and more efficient journey for motorists.

For those who travel to Brisbane along the Highway, at least four lanes will be constructed for the entire stretch between Brisbane and Bundaberg. 

Over the next 20 years, the Bligh Government's vision is to see many sections of the Bruce Highway upgraded to eliminate flooding.  The Goorganga Plains is part of this vision.  

Before this masterplan is put into place, we want to hear from the community, councils industry and other organisations to ensure it aligns with community priorities and meets the needs of Queenslanders.

OUTBACK EDUCATION SUBSIDY

There's nowhere quite like the Queensland outback to learn about the natural, ancient and hidden history of Australia’s indigenous people and pioneers.

Local schools can now apply for a new subsidy of between $50 and $130 per student in Years 6 and 7 for excursions to our fantastic outback.

What better way to educate our children about our rich outback culture than allowing them to experience firsthand just what makes the outback so important to Australia.

FUNDING BOOST FOR PROSERPINE COMMUNITY CENTRE

Having a place for members of the community to meet is critical.  Community centres throughout the country provide locals invaluable access to much needed services including counselling, education and training programs. 

Community centre staff are a unique group responding to the needs of their local communities by offering advice on day to day issues including coping with cost of living pressures and general health and wellbeing. 

The Proserpine Community Centre offers these services along with many others and I'm proud to announce that the group will soon receive funding from the Bligh Government to help it continue to assist the Whitsunday community. 

The recent State Budget included a total of $1.1 million in funding over two years to establish a new home for Proserpine's Community Centre.  This is great news for the community and a wonderful result for those who have been working with me as the Member for Whitsunday to lobby for this funding.

MORE FUNDING FOR LOCAL GROUP

More great news for another local community group! The Proserpine Hack and Pony Club has been successful in attaining over $34,000 through the Gambling Community Benefit Fund.

Thanks to this funding the Club will now be able to construct a new toilet block for its members and visitors.

Sporting groups like the Proserpine Hack and Pony Club work hard to support the community, often on a shoestring budget.  For this reason it is important that we all chip in where we can to help not-for-profit organisations meet the ongoing demand for their services.

WRAP UP OF MACKAY REGIONAL PARLIAMENT

Following a very busy and eventful sitting of regional Parliament in Mackay last week, I take this opportunity to say thank you to the people of the region for their hospitality.  I especially thank all the students from the many schools who attended this historic event and I hope they left with a better understanding of how Parliament functions.

As the Member for Whitsunday, I am very proud and privileged to be a part of a government that delivers on its commitments to our region and I'm proud to be a member of the People's Parliament.

I was delighted that the Minister for Main Roads, Craig Wallace announced that commencement of work on 12 overtaking lanes on the Bruce Highway between Mackay and Bowen will be completed within two years. 

The $36.5 million project is funded by the Gillard Government, with the Bligh Government taking responsibility for its construction. The scheme is expected to go to tender at the end of July.  The location of some of these lanes will include:

• North and southbound from Coningsby State School north to the rail line
• Northbound from Old Pindi Bog Road to south of Rise and Shine Road
• Southbound from Rise and Shine Road
• Southbound from Cathu O'Connell River Road to railway access.

The new lanes will provide places for motorists to safely overtake without having to take unnecessary risks. 

During the sitting of Parliament, I also joined the Premier to announce $300 million of Natural Disaster Relief and Recovery Arrangements (NDRRA) funding to repair over 257 kilometres of flood and rain damaged roads in our region. 

Investment of this level is unprecedented and is likely to bring over 1,000 jobs to the area, not to mention rebuild and upgrade roads that will better withstand the degree of flooding and rain of recent times.

GREAT NEWS FOR TOURISM
 
The Whitsundays 74 Island Wonders 74 Hour Sale has provided businesses with a reason to smile by generating almost 1,000 accommodation and tour bookings for Whitsundays tourism operators. I'm sure you'll all agree this is fantastic news following the resurgence in visitation numbers to our region over the Easter and Labour Day holiday periods.

The unbeatable range of accommodation deals, day tours and discounted flights put together by 22 of our local operators as part of the 74 Hour Sale made the wonderful Whitsundays simply irresistible to southerners. 
 
In fact, this year's campaign has already been more successful than the last, with most visitors booking in and staying for longer. This gives them the option of taking an additional cruise, or perhaps a bit more time to go scuba diving which is great economic news for our town coming into the critical winter holiday period. 
 
On top of achieving 1,000 accommodation and tour bookings for local tourism operators, the campaign has sold almost 2,000 Virgin Blue seats into the Whitsundays.  This is definitely the shot in the arm we need right now. 
 
The success of the sale is no doubt an outcome of the campaign’s advertising blitz which inundated TV, radio, print and online portals in Sydney, Melbourne and Brisbane.  This has ultimately promoted the Whitsundays as an idyllic holiday destination and, most importantly, will deliver significant economic benefit.

In less than two weeks, Mackay will host the fourth regional parliament sitting in Queensland.  This historic event, held from 24-26 May, will allow the general public to witness democracy in action without having to travel to Brisbane. 
 
I encourage you to ‘save a day in May’ and come along and observe a number of free community engagement activities.  The Mackay Entertainment and Convention Centre (MECC) will host the event and members of the public will have the opportunity to attend the sitting of parliament. No bookings required.

The extreme weather conditions that have impacted the Whitsunday region over the last week have been both heartbreaking and economically challenging. After the wild weather we’ve already faced this year, this was the last thing our local tourism operators and small businesses needed. I don’t think it’s an exaggeration to say that we’ve all been affected in some way by the wet – whether it’s been a road closure, a cancellation of a much-loved event or the dampening of long-awaited holiday plans.

As the Minister for Small Business, I am deeply concerned about the impact that last week’s extreme weather is likely to have on local businesses. That’s why I have asked the Department of Employment Economic Development and Innovation (DEEDI) to urgently mobilise one-on-one assistance for small businesses to respond in the Whitsundays. The purpose of this is to provide advice on how to negotiate issues like reduced cash-flows, staff reductions, supply chain hold ups and other matters that may be weighing on people’s minds. 

In addition, DEEDI has funded Enterprise Whitsundays to develop a series of workshops to assist small businesses.  A dedicated officer will soon be in place to provide one-on-one support and to consult with operators to identify their concerns.   

There is help out there. I strongly encourage any small business owners who are struggling to contact our local DEEDI service centre located in Mackay on 4967 1099 or www.deedi.qld.gov.au.   Alternatively, feel free to call my office and we will assist you in making an appointment.


As we deal with the enormous task of rebuilding, the Bligh Government is asking all Queenslanders to think local with our new Buy Local – Back Queensland initiative. 

I’m proud to be a part of this new plan to support local businesses and communities. Everyone can play a role and make a real difference.

The message is simple – ‘shop, stay and play locally’.  Whether it's buying meat your local butcher, sipping a cup of coffee at the corner cafe or buying from your local nursery, money that is spent in our community benefits every one of us.

I encourage our region to get involved with the Buy Local - Back Qld campaign and show our support for local businesses.

They say a week is a long time in politics and I've just had one of the most interesting few weeks of my political life. What an honor it is to be invited by the Premier to join her Cabinet as the Minister for Tourism, Manufacturing and Small Business.

I have certainly hit the ground running. Within hours of being sworn in by the Governor, Her Excellency Penelope Wensley, I attended my first Cabinet meeting.  As Minister, while I look forward to working hard for the people of Queensland to ensure our state remains strong, the Whitsunday electorate will always have a special place in my heart.

All three of my portfolio areas have been impacted by Queensland’s summer of extreme weather just as they were starting to bounce back from the global economic uncertainty. Helping tourism operators and small businesses to get back on their feet is a priority.

I want small businesses across the Whitsundays to know that they are not alone. My department has help available for businesses that are going through a tough time at the moment. COMMUNITY CABINET REVISITS

Premier Anna Bligh will be in the Whitsundays for Community Cabinet on Sunday, 6th and Monday, 7th February. I encourage local people to come along and take advantage of this special opportunity.

On Sunday afternoon the Premier, her Ministers and Parliamentary Secretaries will host a forum during which the public will have an opportunity to ask questions or speak one on one with the Premier or any of her Ministers. Many people have already made bookings for a formal meeting but don’t worry if you haven’t done this as time will be made available for impromptu meetings during the afternoon.

Community Cabinet provides an unprecedented opportunity for ordinary Queenslanders to access to the State's top decision makers so whether you have a great idea for new policy or want to discuss an issue of concern, please come along and make the most of the afternoon.

The Sunday forum will be held in the Multi Purpose Centre at the Proserpine State High School with registration from 1pm.  Informal deputations will be held from 2:30-3:30pm, no appointments required for this session.  Formal deputations will commence from 3:30pm.

FLOOD RELIEF SUPPORT

I want to acknowledge the amazing generosity shown by this community over the past few weeks as the hat has been passed around for contributions to the Premier’s Flood Relief Appeal. HAPPY NEW YEAR!

Let me begin 2011 by wishing you a Happy New Year - a year in which you achieve your goals -  whatever they may be.

A key focus of the Queensland Government this year will be targeting the rising cost of living.  This financial year, we've allocated $1.2 billion to help people in need. 

It's great to know that help is available for families on a low-income that are finding it hard to save for essential household goods.  The No Interest Loans Scheme (NILS) is designed to help low-income families access small, no-interest loans of up to $1200 over 12 to 18 months.  NILS helps low-income families to access a loan where they may not be eligible for finance in the private sector without paying high interest rates.  For further information, visit www.goodshepherdvic.org.au.

Another great initiative provided by the Bligh Government is the Every Dollar Counts program.  Every Dollar Counts is a complete guide to concessions, rebates and assistance for families, pensioners and Queenslanders who may be financially stretched after the Christmas period, or just want to save on future expenses for things like electricity.

If you're wanting to buy a home, save for a rental bond, invest in solar panels, save on electricity bills or want to take advantage of the many concessions offered then visit www.communityservices.qld.gov.au/community/concessions

While you're looking through Every Dollar Counts, you will come across information on the Climate Smart Home Service.  If you haven't already signed up, then there's no need to panic.  Premier Anna Bligh has extended the service for another two years which allows you to make big savings on electricity and water costs not to mention reducing your household's carbon emissions. 

Funding for the program was due to be exhausted by December 2010, but in a pre-Christmas announcement, the Premier advised that the Government will invest a further $60 million to extend this service.  To book an appointment for the service, call 133 600 or visit www.climatesmarthome.com and start saving.

Since early November, you will have noticed significant changes taking place at the Whitsunday Coast Airport.  Upgrades to the terminal are now well underway and temporary fences and hoardings are in place. 

 

In order to minimise any disruption to passengers and staff, the project will be completed in three stages.  The first stage will include a new departure lounge and Virgin Blue check-in counters and office. 

 

Stage two will consist of a new café/bar and Jetstar check-in counters and office.  A new indoor baggage claim carousel and a new arrival area will be a part of Stage three, and with weather permitting, the last stage should be completed by May 2011. 

 

While it is difficult to complete the upgrade without causing some level of inconvenience to airport users, every effort is being taken to keep this impact to a minimum. On the bright side, the upgrade will generate 20 jobs and provide opportunities for local businesses to supply goods and services as part of this major project.

WHAT’S YOUR BIG IDEA?

 

Queensland businesses are some of the most innovative in the country and to help them to establish their creative ideas, the Queensland Government is putting up $2.5 million to support businesses that have the big ideas to improve their company’s performance and the overall strength of the state’s economy.

 

The What’s Your Big Idea Queensland? incentive is inviting small to medium businesses to put their big ideas into action.  Your business could be in the running to receive $50,000 so, if your business employs less than 200 people, all you need to do is identify and outline an innovative idea and submit it by December 10.  

 

The Queensland Government is working with the Australian Industry Group (Ai Group) to convene the program and businesses will need to submit their proposal outlining their idea in writing or by way of a short video.

 

Applications can be made online by visiting www.bigideaqld.com.au.

SES WEEK

2010 has turned out to be an extremely busy year for SES volunteers across Queensland.  We’ve faced severe weather events including Cyclone Ului earlier this year and severe flooding across many areas of the state. 

When natural disasters like this occur, it’s great to know that we can count on our SES volunteers to assist Emergency Management Queensland in helping those in need. Of course SES volunteers also make themselves available to assist in the safe running of a range of community events and activities from Schoolies Week to search and rescue operations.

As this is SES Week, now is the perfect time to say thank-you to these local heroes for their ongoing support of our community and to acknowledge that as volunteers they are great role models. 

SES Week also provides an opportunity to show our appreciation to all Council and Emergency Services staff as well as other emergency service volunteers for all their hard work during the year. I also acknowledge the role that gracious employees play in making the SES staff available to the community when the need arises.

There are more than 6,800 SES volunteers across Queensland who regularly put their own needs on hold to assist others, but with the possibility of a bad storm season ahead this summer, I certainly urge everyone to consider if a role with the SES is possible. SCHOOLIES WEEK

It’s that time of the year again and preparations for Schoolies Week 2010 are well underway. This year we expect more than 2,500 students to converge on Airlie Beach to celebrate the end of twelve years of schooling.
This is understandably an exciting time for our graduating students but it can also be an anxious time for families and those charged with keeping the young party-goers safe. As always we need to create the right balance between the needs and rights of the local community and the safety of Schoolies. We are indeed fortunate that in Airlie Beach the local council, government agencies and community  groups come together to ensure Schoolies Week is remembered for all the right reasons.
This year the State Government is contributing $40,000 to the Council to help provide facilities and services for the event.

PREPARE FOR STORM SEASON

If nothing else the recent downpour was a timely reminder that the storm season is upon us and the cyclone season is just around the corner. 

Forecasters are indicating that Queensland communities could be facing another busy storm season so it’s definitely time to start preparing our homes for the ill effects of wind and rain.

A new publication, The Get Ready Guide is now available to help residents plan ahead for adverse weather conditions.  The guide provides valuable information on how we can best prepare ourselves and our homes for the storm season and it also includes preparedness information on cyclones, floods and tsunamis.

Every household in the region should have a copy of this guide. It can be obtained online at www.emergency.qld.gov.au/emq/css/publications.asp.  If you don’t have access to the internet, I’d be happy to send a guide to you.

Water is a vital part of everyday life and the life-blood of our major rural industries. Gone forever are the days of taking the availability of a secure water source for granted; instead we are now focusing on water conservation.

Irrigation accounts for some 60% of water use in Queensland so it’s really important to improve the use and management of on-farm irrigation water supplies. That’s why the Queensland Government has announced a $4.5 million funding program to help farmers and irrigators improve their water and energy efficiency.

The Rural Water Use Efficiency Initiative, which has been extended to 2013, is aimed at helping irrigators prepare for the impacts of climate change and has a proven history of delivering results for our irrigators and the environment.

The first four years of this program delivered savings of 150,000 megalitres of water a year and has achieved $280 million in improved profitability in irrigated agriculture. 

Grants of between $290,000 and $1.7 million will be provided to peak industry groups involved in sugar cane, fruit and vegetables, nursery, cotton, turf and cut flower production to assist in meeting the goal of further savings in water and energy use.

The great news about this program is that peak bodies such as Canegrowers, will be able to directly assist famers through workshops and programs, providing practical information on the ground with new technologies that they can introduce onto their properties to save money, energy and water.

UPDATE ON MACKAY REGIONAL PARLIAMENT

In a recent column I mentioned the great news that the next regional sitting of Parliament is scheduled to be held in Mackay in 2011.

I can now confirm that the dates for this major event will be from 24 – 26 May.  Even though this may seem a fair way off, I’m encouraging local groups to start making definite plans now to be part of the regional sitting of Parliament.

The Speaker of the Queensland Parliament, John Mickel, has expressed his willingness to come to our region prior to the sitting of the Regional Parliament to meet with local community groups, schools or organisations that may be interested in getting involved with the Parliament sitting.  The Speaker has a wealth of knowledge about the processes of Parliament, its history and what people who visit the Parliament sitting can expect to see and hear.

ELECTION DECISION

I am slightly amused at sections of the southern media who say that they are finding the federal election campaign boring.

Perhaps the campaign doesn’t suit their efforts to sell newspapers or attract viewers, but the two party leaders who are vying to lead this nation for the next three years are not performing circus acts; they are engaged in a serious quest for the hearts and minds of Australians.

Elections are not trivial affairs, they are the cornerstone of our democracy and a process that ultimately allows the people to determine our own future.

This federal election will determine whose vision is implemented in Australia and for our region.  The stakes could not be higher. Decisions taken by the Federal Government over the next three years will shape our future so it’s worth taking time to set our choice right.

We will choose between a government that will collect a fair share of taxes from multinational mining companies to develop infrastructure in regions like ours and one that will cut infrastructure spending.

We will choose between a government that will connect the people and businesses of this country to the world via a fast broadband network, and one that doesn’t understand how such technology can play a role in our future.

We will choose between a government that wants to inject money into our health system and support our local hospitals, and one that for eleven years systematically cut health spending. 

And we will choose between a government that thinks it’s important to build the skills of the next generation through local Trade Training Centres, and one that has never valued the role of training.

These are really important issues that deserve our consideration before Election Day. Your vote does matter so I urge you to speak to the candidates, get the facts and help to determine Australia’s future on Election Day.

I was really pleased that the Premier accepted my invitation to visit Airlie Beach last week and meet with a group of community leaders and tourism and small business operators.

While in town, the Premier spoke about the government’s plans to maintain a focus on jobs growth by continuing to support infrastructure projects across the state. She said that while there are signs of a slow recovery in the State’s economy, not all sectors of the economy are recovering at the same rate. In particular, the construction and tourism sectors are still feeling the fallout from the economic downturn.

While the impacts in our area are mixed, I think most local business operators would agree that these are tough times and it will only be through a united and concerted effort that we can hope to make a strong recovery. That’s why I was particularly pleased that many who spoke to the Premier last week raised the issue of the need to revitalise Airlie Beach through an upgrade of the main street precinct.

The Premier was presented with concept plans and left with little doubt that this project has the support of Council, business operators and the community. As Council breaks the project down into bite-sized, doable portions I will be off to Brisbane to seek funding for those parts that fit the State’s funding responsibility.

This project might seem like pie-in-the-sky, but I am confident that if we do the preparation properly and remain focused on this as our priority project, than it is achievable. All levels of government and the community will need to contribute, but the reward for effort will be a new and fresh first impression of Airlie Beach for our visitors and a much more functional town heart for all of us.

Last week, Premier Anna Bligh announced the beginning of a new course for managing growth in Queensland with the release of the Government’s response to the Queensland Growth Management Summit.

This response, known as Shaping Tomorrow’s Queensland, focuses on shaping our State’s future by strengthening our regions, promoting liveable and affordable communities, delivering infrastructure, protecting our lifestyle and environment and creating connected communities.

There is no magic wand to dealing with population growth – we can’t stop people at the border - but we can continue to work with all levels of government and the community to manage growth. To this end the Premier has announced 22 new initiatives that will form a key part of our strategy to shape Queensland’s future.

Included in the initiatives is the Regional First Home Owners Grant – a $4,000 boost to the existing $7,000 grant for new homes built in regional areas.

This initiative is aimed squarely at encouraging first home owners to move to the regions and stay in the regions.  It’s also about strengthening the construction sector to help boost regional economies and create employment.

With a city the size of Mackay moving to Queensland’s South East every year, the Government simply must look at ways to encourage growth into the regions and managing the growth that occurs in SEQ.

That’s why the Premier has also announced the establishment of a new office called Growth Management Queensland to be located within the Department of Infrastructure and Planning. This new unit is charged with leading the Government’s growth management agenda.

WHITSUNDAY COAST AIRPORT UPDATE

Since the announcement of the $7 million upgrade to the Whitsunday Coast Airport, the state government and the Whitsunday Regional Council have been working in close partnership to ensure the project is delivered on time and on budget. 

Discussions with the terminal’s lease-holders and aircraft carriers to scope out the works and design of the terminal have taken place and in March, a Mackay based architectural firm secured the tender to develop detailed design and specifications for the refurbishment and upgrade works. The tender process to select a building contractor is expected to occur in June.

With this in mind, the refurbishment works are scheduled to commence in July 2010 and be completed by the end of the year.

The key features of the upgrade will include additional floor space in the departure lounge, a dedicated check-in area and an arrivals area that will include a baggage claim carousel inside the terminal building.  The cafeteria will be relocated to the air-side precinct. Airport offices will also to be relocated and renovated.

On 19 February 2010 the Federal Government announced the closure of the Federal solar hot water rebate.  As a result of this announcement, the Queensland Solar Hot Water Program was reviewed and then closed.

The Bligh Government is now offering a new Solar Hot Water Rebate to Queenslanders.  This is a great incentive to help residents save on the cost of installing a solar hot water system or heat pump and ultimately, save money on electricity bills.

Eligible Queensland pensioners will be able to receive $1,000 towards the cost of installing a solar hot water system or heat pump if it was purchased after 13 April 2010.  Other Queensland residents may be eligible to receive $600 towards a new system. 

The great news is that when combined with existing Federal Government initiatives, some eligible households could save up to $3,300 off the cost of a new solar hot water system.

I hope you were lucky enough to take a break over the Easter period and managed to spend time with family and friends. 

ANZAC Day is another significant time of the year that will be upon us very soon.   On April 25, we will be remembering the 1915 landing of the Australian and New Zealand Army Corps (ANZAC) on the beaches of Gallipoli in the Dardanelles of north-western Turkey.  This is our chance to show our respect for all who have fought for this country.  Most of all, it’s always great to see the many children from schools around the district who are actively involved in the ANZAC Day march and other activities each year.    

I encourage you to participate in the dawn service or any other ANZAC Day commemorations and pay tribute to the memory of all who have served in defence for our country.

This national awards program encourages, supports and nurtures the talent of Australian writers and, once again, awards will be offered in 14 categories with total prize money of $225,000.

The Awards celebrate writing excellence in areas ranging from fiction and non-fiction, to film and television scripting, short story and history.  This is a great opportunity for both budding writers and established authors to continue their love of writing and gain national recognition.

NEW FUNDING PROGRAMS FOR SPORT AND RECREATION GROUPS

We are fortunate in this region to have numerous groups providing vital sporting and recreation opportunities for community members. For many years government grants and subsidies have assisted these organisations with the delivery of both facilities and services.

The Queensland Government has recently introduced a new package of sport and recreation funding programs worth more than $138 million.  The funding is designed to create jobs, help build infrastructure and deliver initiatives to encourage Queenslanders to take part in sport and recreation activities.

There are four new programs that are designed to assist sporting clubs and recreation groups, councils and schools to meet the aims of increasing participation and volunteering, supporting capacity building and enhancing opportunities for equitable access to activities, programs and facilities.

On Wednesday, 17 March from 5:30pm to 7pm, I will be hosting an information session at the Proserpine Community Centre to provide information about the new funding programs.  All sporting and recreation groups or interested individuals are welcome to attend. 

Well by now you will be aware that our airport is set to be transformed into a better looking and better functioning facility that will reflect the reality of our status as an important tourism destination.

It has been a long road to this point but this $7 million upgrade will surely see us well into the next decade. I put on record my gratitude to the Council for their agreement to look for a professional management organization to maximise our potential to secure additional flights into the airport.

Finally, I ask for people’s patience during the construction phase but promise them it will be worth the effort.

Thank you to everyone who took up the challenge last year to become a volunteer with a local organization.

Our volunteers play such an important role in the community but they also gain so much from being part of a social network and making our world a better place. It’s never too late to become a volunteer so whether you can spare one hour or 40 hours a week, there are many worthy community groups that would treasure your time.

Right now the Fauna Rescue Whitsundays Association needs your help!  This amazing group of people play an important role in caring for sick and injured wildlife but they desperately need new carers to help spread the load.  This time of the year sees a larger number of orphaned animals in care including baby birds, wallabies and possums.

The group is desperately searching for more responsible carers, especially those who can assist in caring for orphaned wildlife.  Fauna Rescue is also in need of more members who can help by providing safe release sites for marsupials, specifically possums, wallabies and kangaroos. 

Donations are also most welcome as they help to provide aviaries, materials for enclosures, medical supplies and animal food.  If you can volunteer some of your time to Fauna Rescue, or help in any other way, call the Fauna Rescue Hotline on 4947 3308.

Happy New Year!  I trust you are able to spend a little of the festive season with family and friends enjoying this warm but wonderful time of year.

If you have the time to go camping or bushwalking in our unique and spectacular environment, you might want to consider exploring Queensland’s newest Great Walk which is located right here in our backyard.  The Whitsunday Ngaro Sea Trail has been developed in an area that has been the traditional country of the Ngaro people for over 9,000 years. The trail winds its way across South Molle, Hook and Whitsunday islands taking in areas of breath-taking natural beauty and cultural history.

The best thing is that the walk caters for people of all ages and levels of fitness with sections ranging from challenging vertical climbs to a more gentle 11 kilometre round trip. The Trail has been constructed over the last two years at a cost of $1.3 million with a further $2.2 million invested in upgrading visitor facilities such as viewing platforms, camping areas and toilets.  If you would like more information visit www.derm.qld.gov.au.

Whilst on the subject of experiencing our national parks, here are several tips to ensure your break away is a safe, happy and relaxing one – and at the same time, taking care of our environment. 

• Book your campsite early to ensure a spot – do it online at www.derm.qld.gov.au or by phoning 1313 04, as self-registration is not available at most camping spots.
• Camp only within designated areas and ensure your booking number is clearly visible.
• Don’t feed any wildlife, and secure your food to prevent wildlife being attracted to it.
• If you’re taking children, make sure you know where they are at all times, particularly if there are swimming areas nearby.
• Take notice of fire restrictions.  Check this before you go at the Department’s website and take a fuel stove.
• If you’re going for a bushwalk, make sure you know where you’re going, stay on the tracks and let someone else know an approximate time of return.
• And above all, take your litter away with you when you leave the park or forest.

Whatever your plans are, I hope you have a safe and relaxing one and I wish you a Happy New Year for 2010.
